The ninja must be able to summon Gamabunta, or possibly another large toad. The ninja sitting on the toad's head uses a Katon (fire type) Ninjutsu technique to create a stream of flames directed in front of the toad, who then spits a stream of oil, carrying the flames and making them larger.
